Project description
The US-Russia University Partnership Program (UPP) is an initiative for mutual academic collaboration that connects higher education institutions in Russia and US with one another and supports the launch of new bilateral partnerships. It provides professors, researchers, administrators and other higher education professionals in Russia and US an opportunity to broaden the scope of their activities and learn from the vast wealth of knowledge and experience the counterpart institution brings to the partnership. UPP is implemented by Eurasia Foundation, in partnership with the National Training Foundation.

Eurasia Foundation  (EF) was founded in 1992 to empower the citizens of the nations that comprised the Soviet Union to advance their countries socially and economically. Since then, Eurasia Foundation has transformed from a US-based foundation with field offices in the region to the Eurasia Foundation Network comprised of six autonomous institutions: New Eurasia Foundation in Russia, Eurasia Foundation of Central Asia, and Eurasia Partnership Foundation in the South Caucasus, East Europe Foundation of Ukraine, East Europe Foundation of Moldova, and Eurasia Foundation in the United States. By working together, the network’s foundations increase exchanges among local and international institutions throughout the region and multiply the social return on the financial investments made by their donors.

To further its goal of promoting collaboration between higher education institutions in the US and Russia, UPP has announced a two-stage partnership funding competition—(1) Contact Stage and (2) Linkage Stage, for projects proposed jointly by Russian and US higher education institutions.

Project Goals
The proposal represents a joint endeavor between the School of Social Work (SSW) at Hunter College, City University of New York and the Udmurt State University (USU) in Izhevsk, Russia to explore and develop a cooperative and sustainable relationship to promote excellence in the field of child welfare through fostering research and curriculum innovations.

The immediate goals of this project are to: 
1) Identify curriculum areas of common interest in the field of child welfare;
2) Connect Russian and U.S. faculty with expertise in child welfare to work collaboratively;
3) Create a sustainable and productive relationship between Russian and U.S. schools of social work to promote excellence in services to children, families and youth through:

• Curriculum innovations
• Co-teaching and guest lecturing
• Research

Project Directors
The project is led by SSW child welfare faculty— Dr. Marina Lalayants and Dr. Ilze Earner, who both have an extensive experience as well as professional connections with the Russian Federation in the field of child welfare and child protection.

Project Partners
SSW is partnering with Udmurt State University  in Izhevsk, Russia on this project.  Founded in 1931, Udmurt State University is the oldest university in Udmurtia.  The project is led by Dr. Zubarziat Baranova and Dr. Alexandr Baranov of USU, who are faculty members of USU’s Institute of Pedagogics, Psychology and Social Technologies that houses the Social Work program.

Программа Партнерства между университетами США и России является инициативой, способствующей взаимному сотрудничеству в науке и установлению связей между учреждениями высшего образования в США и России и поддерживает сотрудничество и новые двусторонние отношения между университетами. Это дает возможность профессорско-преподавательскому составу, исследователям, администрации и профессионалам ВУЗов в России и США, расширить спектр видов деятельности и  взаимно обогатить  знания и приобрести ещё больший опыт, имеющийся у партнерских вузов, для реализации проекта. Программа  Партнерства реализуется Фондом Евразии в партнёрстве с Национальным Фондом Обучения (the National Training Foundation).
Фонд Евразии (EF)  был основан в 1992, для того чтобы дать возможность и полномочия гражданам республик бывшего Советского Союза развивать и продвигать социальное и экономическое развитие страны. С того времени, Фонд Евразии преобразовался из Фонда, созданного в США   в сеть, включающую шесть независимых учреждений Фонда Евразии: Новый Фонд Евразии (New Eurasia Foundation) в России, Фонд Евразии  Центральной Азии (Eurasia Foundation of Central Asia), и Евразийский партнёрский Фонд на Южном Кавказе (Eurasia Partnership Foundation in the South Caucasus), Восточно-Европейский Фонд Украины (East Europe Foundation of Ukraine), Восточно-Европейский Фонд Молдавии (East Europe Foundation of Moldova), и Евразийский Фонд в США (Eurasia Foundation in the United States). Работая вместе, сеть фондов  способствует увеличению обменов международных учреждений через работу в регионах, и приумножает социальный возврат на финансовые инвестиции их донорских организаций.
Для дальнейшего продвижения сотрудничества между ВУЗами США и России, Программа Партнерства (UPP) объявила конкурс на финансирование партнерства, включающий два этапа—(1) Контактный этап (Contact stage)  и (2) Этап установления партнерства (Linkage Stage), для проектов, предложенных совместно вузами России и США.

Цели Проекта / Project Goals
Cовместный проектмежду школой социальной работы Cилберман и Удмуртским государственным университетом в Ижевске направлен на исследованиe и развитиe совместныx и устойчивыx отношений в целях продвижения передового опыта в области социальной защиты детей путем научных исследований и инноваций учебных программ.

Ближние цели проекта:
1) Выявить программы учебного плана, представляющие взаимный интерес в  области защиты детства;
2) Установить связи между российскими и американскими преподавателями и исследователями, занимающимися изучением защиты детства для совместного сотрудничества;
3) Создать устойчивый и эффективные связи между школой социальной работы в США и Институтом педагогики, психологии и социальных технологий в России для повышения профессиональных компетенций в предоставлении услуг детям, семьям и молодежи.

Руководство проекта осуществляется профессорами Школы Социальной Работы (SSW) по защите детства— докторa наук Марина Лалаянц и Илзе Эрнер, имеющие обширный опыт работы и широкие профессиональный связи с Российской Федерацией в области защиты детства.

Партнеры Проекта / Project Partners
Школа Социальной Работы работает в партнёрстве с Удмуртским государственным университетом в Ижевске, Россия.  Основанный в 1931 году, Удмуртский государственный университет является старейшим вузом в Удмуртии.  Руководители проекта с российской стороны кандидат наук, доцент Зоя Баранова и доктор наук, профессор Александр Баранов, являются преподавателями Института педагогики, психологии и социальных технологий Удмуртского государственного университета. 

В рамках проекта УПП, сотрудничающие стороны проведут  электронную конференцию, на которой будут представлены работы студентов и преподавателей из Cильберман школы социальной работы и Удмуртского государственного университета, уделяя особое внимание вопросам детей, молодежи и семей.
